EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Business or related field with emphasis in Human Resources AND six years of management experience in a Human Resources operation OR any similar combination of education and experience
  • Professional Human Resource Certificate & Banking experience preferred

POSITION SUMMARY:  Human Resource Officer plans, manages and directs the human resource function including recruiting, training in HR related topics, retention, HR policies and procedures for the Bank and its Affiliates.  HR Officer has knowledge of current HR practices and methods including compliance with State, Federal and legal requirements and the ability to implement and administer HR programs and policies which strategically support the Bank’s mission and goals.

ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and responsibilities are intended to describe those functions that are essential to the performance of this position.

  • Works in conjunction with top management to develop short and long term goals for HR function; develops, plans, manages, and directs the human resource policies and programs to include: Recruiting and selection, Payroll and benefits, Compensation, Employee relations
  • Directs the recruiting and assists in the selection of employees; determines minimum qualifications for open positions; confers with hiring supervisor; works with Marketing Director on advertising for open positions, sources internal and external applicants and recruits qualified candidates.
  • Works with the Learning and Operations Officer to ensure the training needs of organization are met as they relate to Human Resource’s area of expertise and works with appropriate personnel to organize and execute the annual training day.
    • Assists in assessing training needs of employees to develop and coordinate in-house training and outside professionals.
    • Coordinates onboarding and training of newly-hired personnel with hiring supervisor and Learning and Operations Officer.
    • Maintain HR employee training records; track and retain proof of employee participation; keep and maintain training compliance log.
  • Evaluates internal and external resource of current salaries to ensure competitive position of Bank and compliance with the Equal Pay Act; performs salary surveys, analyzes jobs, recommends adjustments as necessary and consults with management to determine appropriate pay and equity levels.
  • Develops and maintains job descriptions, HR policies, and Employee Handbook.
  • Works with supervisors to handle and resolve employee grievances, conduct investigations, corresponds with outside agency complaints.
  • Ensures compliance with state and federal regulations and laws.
  • Coaches supervisors in resolution of employee relations issues including performance coaching, harassment and/or discrimination charges, and employment issues.
  • Assesses legal risk on a case by case basis for employee relations complaints; consults with external legal counsel as necessary; maintains current knowledge of employment law practices and regulations.
  • Manages and administers recognition, awards, and performance management programs.
  • Works with CFO to determine annual budgets for salaries, benefits, and training.
  • Works with President/CEO to determine the future outlook of the Bank Wide Strategic Plan related to employment.
  • Work with Executive Team and branch managers to foster an atmosphere of teamwork and comradery amongst staff through open communication, motivational training and activities.
  • Periodically perform due diligence on current HR vendors and/or research new HR vendors.
  • Annually conduct employee benefit meetings & open enrollment signup.
  • Monitor performance reviews for improvements and effectiveness.
  • Work with supervisors and management to continually monitor upcoming changes in bank staffing and assist in the preparation for an effective transition.
  • Maintain and facilitate the Bank’s Affirmative Action Plan.
  • Backup to Executive Assistant to perform payroll function.
  • Handles Employee bank account reviews.
  • Conduct employee exit interviews.
  • Works closely with Executive Assistant who acts as an HR Generalist to assist with various other HR functions.
